Why a dry surface and a hot pan matter.

Browning is a chemical change. It needs heat above about 140°C. Water cannot get hotter than 100°C, so a wet surface steams instead of browning.

Three rules

Dry the food well. Heat the pan before the food goes in. Do not crowd the pan; too much food cools it down and makes steam.
